Sovereign Institute for Liberty & Justice was founded in July 2026, at a moment when Romania stood at a profound crossroads: a fragmented public sphere, institutions weakened by decades of political improvisation, an economy of enormous potential stifled by bureaucracy, and a debate on freedom and law dominated by voices that regard the citizen more as a subject of the state than as an autonomous and responsible agent.
The founding of the Institute responded to a real and urgent need: Romania needed an articulate, multidisciplinary conservative voice capable of offering credible alternatives — not merely criticism — to the dominant paradigms regarding individual freedoms, governance, and the rule of law.
Romania's think tank landscape had been dominated, for decades, by a school of thought that privileged state intervention, the expansion of regulations, and a predominantly paternalistic view of the citizen. Conservative and pro-liberty think tanks had been marginal in Romania's public debate. Sovereign Institute was born from the conviction that this asymmetry serves neither democracy, nor the quality of public policy, nor the citizen.
The Institute's founding in 2026 coincided, not by chance, with a period of profound reconfiguration of Romania's public sphere. What was needed was an institution capable of bringing into public discourse a coherent and well-grounded alternative — not a nostalgic or reactionary alternative, but one anchored in the finest traditions of Western conservative thought and adapted to the realities and aspirations of contemporary Romania.
Sovereign Institute for Liberty & Justice defined from the outset a dual mission, integrating rigorous research with active participation in public debate on topics of freedom, governance, justice, economics, technology, and public policy.
First, the Institute develops and promotes a modern conservative doctrine — not a collection of conjunctural political positions, but a coherent vision of the nature of freedom, the function of the state in a free society, and the necessary balance between individual rights and collective responsibilities, between innovation and institutional continuity.
Our vision proceeds from a fundamental principle: the human being is a rational individual, capable of making decisions for their own life, of assuming responsibilities, and of contributing to the common good without being corrected or protected by a state that claims to know better. We are not libertarians — we recognise that the state has essential functions and that institutional order is a condition of freedom, not an obstacle to it. But we firmly oppose the paternalistic attitude that transforms the citizen into an object of public policy rather than treating them as its primary subject.
Second, the Institute actively participates in public debate, bringing the conservative and pro-liberty perspective to discussions on economic policy, legislative reform, digital governance, foreign policy, and security. The Institute publishes studies, analyses, and policy papers on current issues, intervenes in public consultations, and organises debates and conferences.
The work of Sovereign Institute for Liberty & Justice focuses on a number of priority areas, in which the contribution of a conservative and pro-liberty perspective is not merely useful, but necessary for the quality of public debate:
Sovereign Institute for Liberty & Justice does not operate as a closed club of ideologues, but as a body open to dialogue and collaboration with all institutions and individuals interested in serious debate. We are conservatives, but not sectarians. We hold clear convictions, but no infallible dogmas.
We do not make gratuitous assertions or ideological speculation. Every position we publish is supported by verifiable arguments, data, the comparative experience of other systems, and a rigorous analysis of the Romanian context. We can be wrong — and when we are, we correct ourselves. What we do not do is shift positions according to political pressures or the popularity of the moment.
The Institute brings together experts from complementary fields: lawyers, economists, foreign policy analysts, specialists in technology and public policy, diplomats, and business professionals with practical experience. The international dimension of the Institute's work is equally essential — we build partnerships, participate in international conferences, organise exchanges of experience, and publish bilingual analyses (Romanian–English) for an international audience.
Sovereign Institute for Liberty & Justice does not aspire to transform Romania's intellectual and political landscape overnight. Profound cultural changes require time, perseverance, and sustained effort. But we aspire, in the years ahead, to become a reference actor in public debate — a voice that cannot be ignored, whose arguments must be taken seriously even by those who do not share them.
Our vision is of a Romania in which public debate is pluralistic and rigorous; in which reforms are no longer the monopoly of a single ideology, but the result of the honest confrontation of perspectives; in which the citizen is treated as an active agent, not as a passive beneficiary of the state's goodwill; and in which individual freedom is not a luxury for good times, but a structural principle of social organisation.
If, in a decade's time, a generation of decision-makers, lawyers, economists, and engaged citizens discovers that credible intellectual alternatives to the dominant statist and paternalistic thinking exist — then we will have achieved what we set out to do. This is the ambition of Sovereign Institute for Liberty & Justice: not direct political power, not immediate administrative influence, but lasting intellectual influence over the way Romania thinks about freedom, law, prosperity, and its place in the world.
An ambitious Romania is not built through decrees or reforms imposed from above — it is built through good ideas, debated honestly, transformed into wise policies, and applied with institutional courage. Sovereign Institute exists to contribute to that construction.
